In fact Sharon Lee has reported a similar event before but didn’t tag it as stoopid amazon tricks in her blog so it will be difficult to find.

Same thing, she wanted to publish a short in one collection that was already published in another. Since shorts typically have non-exclusive permissions after the first publication I agree this is bound to happen again.
